STA MAKES DONATION TO REGINA'S FOOD BANK
Food hampers are filling up this Christmas. Aside from transporting large food donations to the Regina & District Food Bank, the Saskatchewan Trucking Association (STA) made a contribution of its own.
The STA donated approximately $ 3,000 worth of food to kick off the seventh annual Food for Friends event - a 12 hours radio and television marathon that airs on 94.5 Jack FM and Access Communications' Channel 7.
In terms of community needs, we really enjoy backing these kinds of projects. These are tough times for a lot of people and we have to make sure the shelves are stocked and the food bank doesn't run short for the winter season, " said Al Rosseker, executive director of the STA.
This is the second year the STA has offered to pick up and deliver food donations to the Regina & District Food Bank at no cost. Last year alone the Food for Friends event raised more than $ 36,000 and 5,000 pounds of food.

FMCSA Announces Hours of Service Final Rule for Truck Drivers
Rules will not change in the US from current requirements
The Federal Motor Carrier Safety Administration (FMCSA) will publish the Final Rule on Truck Driver Hours of Service on Wednesday November 19th. In brief, the Final Rule will remain unchanged from the Interim Final Rule published in December of 2007 – meaning that driving time will remain at 11 hours, and the 34 hour reset provision will stay in place. There have also been no revisions to the split sleeper berth provisions. The final rule will be effective January 19, 2009. It will now be up to those who opposed the Interim Final Rule to decide whether to accept the decision of FMCSA to confirm the Interim Final Rule or pursue further legal action.

Winter Weights

The Decal and Transponder Online Procurement System (DTOPS) system for the renewal of transponders is still under construction. CTA has been working closely with ATA and DHS to resolve some of the issues around DTOPS delayed implementation. In the meantime, CTA strongly encourages carriers to submit the renewal application form soon in an effort to avoid possible delays to renewals by January 1, 2009. Attached are the necessary forms.

NEW DATA SHOW AMERICANS DROVE 15 BILLION FEWER MILES THAN A YEAR AGO
New federal data shows Americans are continuing a 10-month-long decline in driving habits, Secretary of Transporation Mary Peters recently announced The decline is putting new pressure on the way road, bridge and transit projects are funded at a time of recent growth in transit ridership showing the need for a new approach for funding transportation construction, she added. "We pay for transit the same way we pay for road and bridge projects - with federal gas taxes," said Peters. "Relying on the gas tax is like relying on cardboard to keep the rain out: The longer you use it the less it works."
In August 2008, Americans drove 15 billion fewer miles, or 5.6 percent less, than they did in August 2007 - the largest ever year-to-year decline recorded in a single month. Over the past 10 months, Americans have driven 78 billion fewer miles than they did in the same 10 months the previous year. Transit ridership meanwhile, saw an increase of 6.2 percent this summer compared to last, said Peters. She said that since 2001, the Department has invested over $ 8 billion to finance over 280 miles worth of new transit lines, which, taken together, would be 25% longer than the New York subway system. She warned that future projects, however, coule be at risk if the U.S. continues to rely on gas taxes to fund transit construction.

WCB RATES DECREASE
WCB rates for the T42 code that includes Transportation, Courier and Commercial Bus will again dip for the coming 2009 year to $3.36 per $100 assessable payroll. This is a drop of $0.36 from 2008, and $0.81 from 2007. The trending line is good for T42. Overall, in terms of all WCB classes, on average, rate will dip by $0.03 to $1.66 per $100 assessable.

The Canadian Trucking Alliance (CTA), the country's national trucking group, in conjunction with the provincial trucking associations, is pleased to announce National Trucking Week 2008 will take place from September 7 - 14, 2008.
The purpose of the weeklong celebration is to recognize the important contributions made by the 400,000 Canadian men and women who keep the country's freight moving. Provincial trucking associations, carriers, industry suppliers and other stakeholders are encouraged to undertake activities in their own province to mark the event.In previous years, provincial associations have marked the occasion with newspaper supplements, radio advertising, contests, special promotions, and special events at truck stops and roadside inspection stations.
Carriers and industry suppliers have hosted BBQs, breakfasts, truck washes, offered special giveaways to employees and marked the week event with a wide variety of activities.

AVERAGE DIESEL PRICES EXPECTED TO BE HIGHER IN 2008
The projected higher costs for crude oil will contribute to higher petroleum product prices, according to Energy Information Administration projections. Diesel prices are projected to average $ 3.62 per gallon, or 74 cents above the 2007 average price. Motor gasoline prices are projected to average $ 3.36 per gallon in 2008, up 55 cents from last year.
The monthly average gasoline price is expected to peak at about $ 3.60 per gallon this spring, while monthly diesel prices should average about $ 3.90 per gallon in March and April. Weekly diesel prices have already crossed the $4 per gallon threshold in many regions of the country.

In a March report from the FBI the following hi-lights are listed for your info:
1) According to 1999 reporting, the Volpe Report 80% of cargo theft was committed by employees or individuals with insider access to the shipment.
2) In 2006, FBI assesses cost of cargo theft to be within $15-30 billion annually (US) but likely higher do to many non-reporting for fear of insurance costs increasing or concerns for reputation.
3) Of 53 incidents reviewed, 15 occurred at truck stops while driver was inside the truck stop.
CANADIAN CARRIER HAS IT'S DAY IN PARADISE
One Canadian Carrier dominated the fleet safety awards ceremony at the 70th annual Truckload Carriers Association Annual Conference at Paradise Island, Bahamas. The awards are based upon the fewest number of collisions per million miles, along with an evaluation of the carrier's overall safety program.
Bison Transport of Winnipeg took first place in Division 6 - meaning 100 million miles plus in addition to becoming the first Canadian carrier to take the Grand Prize for the safest fleet for the third year in a row.

As tax time approaches, long haul truckers should note a key change in the meal tax deduction, that took place in 2007.
The deduction limit was 50% of $ 51 (which accounted to $ 17 per meal).
Since March 19, 2007 the meal deduction was raised to 60% - so you can treat yourself to a extra 10% on your meal claims.
Other transport employees will still be allowed the 50% deduction on their meal claims.

STA MEMBER MANITOULIN GROUP FOUNDER WINS CANADA'S HIGHEST CIVILIAN HONOUR
Manitoulin Group founder Doug Smith can add yet another honour to his ever-growing list of accolades with his recently announced appointment to the Order of Canada.
The Order of Canada is the highest honour which can be given to a Canadian citizen. The trucking pioneer is among 61 new members who will be presented with the honour in the New Year. Smith was chosen, "For his contributions as a business leader, philanthropist and champion of economic and community development in Northern Ontario," according to an article by SooToday.com Smith is now entitled to add the prestigious "C.M." designation following his name.
Smith was also recently awarded the OTA-Trailmobile Service to the Industry Award at the Ontario Trucking Association's annual convention in November.
OTA officials say the award is the highest honour bestowed on an Ontario trucking executive. It is presented each year to an individual who has made an outstanding contribution o the development and success of the trucking industry.
