SGI Outlines 2025 Carrier Oversight Strategy at STA AGM

Regina, SK — During the Saskatchewan Trucking Association’s (STA) Annual General Meeting, Matt Britton, Senior Director, Driver Development & Vehicle Programs, provided members and stakeholders with valuable insight into SGI’s evolving Carrier Oversight Strategy. The presentation focused on strengthening compliance, improving audit effectiveness, and tackling ongoing challenges such as “chameleon carriers.”
Enhancing Safety and Compliance in Saskatchewan’s Trucking Sector
Carrier oversight in Saskatchewan is managed by SGI’s Carrier and Vehicle Safety Services, which enforces the National Safety Code (NSC) and monitors carrier performance through audits, reviews, and safety compliance programs. SGI’s goal is to ensure that commercial carriers meet legal and safety standards while keeping Saskatchewan’s roads safe for everyone.
Britton outlined SGI’s work around NSC sections 7, 14, and 15, highlighting how these regulations guide safety fitness certification, driver qualifications, hours of service, and vehicle maintenance requirements.
2025 Carrier Oversight Results and Enforcement
SGI’s oversight efforts in 2025 demonstrate a strong commitment to accountability and road safety. Current audit and enforcement statistics include:
- 95 fully completed audits, with 17 more in progress
- $260,000 in fines issued to non-compliant carriers
- 3 carriers revoked and 6 new applications denied
- 15 Highway Traffic Board hearings, with 14 decisions upheld
These outcomes reflect SGI’s proactive approach to maintaining fair and consistent oversight while addressing safety risks in the commercial transport industry.
Focus on Chameleon Carriers and Data-Driven Oversight
A key theme of Britton’s presentation was SGI’s ongoing work to identify and prevent chameleon carriers — companies that attempt to evade penalties or poor safety records by re-registering under new names. SGI is leveraging data and interjurisdictional collaboration to strengthen its detection and enforcement capabilities.
The Carrier Profile Program remains a cornerstone of SGI’s oversight strategy, tracking convictions, inspections, and at-fault accidents to identify high-risk carriers. Those exceeding safety thresholds are moved into the Compliance Review Program (CRP), which can trigger facility audits or sanctions if improvements are not made.
